Phase 4 Grant Proposal
The Town has submitted a grant application in the amount of $10.5 million dollars to the state for a beach (not dune) nourishment of the Phase 4 shoreline. The grant application was for up to 465,000 cubic yards of truck hauled sand to be placed along about 2.5 miles of shoreline. Notice of award has been made and a contract with the state is pending. In the meantime, permitting for this project is underway.
Status Updates
12-19-2024 update: The Town's contractor has paused work for the Holidays. They will resume work on January 6, 2025.
12-04-2024 update: The Town’s contractor will start early December, starting at the south end of Phase 4 (around 3686 Island Drive) and will work north approximately 8,000 feet until May 1, 2025 and place approximately 160,000 CY’s of sand. Trucks will access the beach through the 2nd ave access which is Beach Access # 28 at 518 Topsail Road. This crossover has been used in past projects and will be put back at the close of the project.
10-11-2023 update: The Town’s contractor is currently scheduled to begin in February, 2024 and as of now we are anticipating that the project will begin at the north end of Phase 4 (see below figure) and work south approximately 4,000 feet in March and April of 2024 and place approximately 120,000 Cubic Yards of sand. The contractor will likely need to resume operations in the next nourishing season on November 16, 2024 to wrap up the project and place approximately 180,000 Cubic Yards of sand to wrap up the project.
8-14-2023 update: The Town requested a one-year extension on our contract, thereby requesting an extension to December 18, 2025, which is currently pending. We have requested this extension now to allow for project completion based on known environmental window restrictions and project production rates.
4-6-2023 update: The Town received our permit on March 31, 2023 from U.S. Army Corps of Engineers, Wilmington District for our application that was submitted in October, 2022 to extend our truck haul project through Phase 5 into Phase 4.
1-25-2023 update: A contract has been fully executed with the state to complete this project. Permits are still pending. It is anticipated that the active project beach fill construction related to the state grant will occur on November 16, 2023, as allowed by permit. Stockpiling of beach compatible material and other mobilization items will begin this Spring. Once active beach fill construction begins on November 16, 2023, Based on permitting and production rates, the project is anticipated to be complete by April 30, 2024.
12-19-2022 update: A grant contract was entered into with the NC Department of Environmental Quality that extends through December 18, 2024.
