Nourishment Permitting of NON-COBRA Areas in Phase 1 Beach (not Dune) Nourishment

The Town has USACE and CAMA permits to place up to 45,000 cubic yards of truck hauled sand along the Phase 1 shoreline in the area of the Topsail Reef Villas and just north.  Planning is underway for this project to occur this upcoming environmental window (November 16, 2022 to April 15, 2023).  Please note that this project will commence following the Phase 1 USACE dredge project.  This section of shoreline is not in the CoBRA zone (which limits federal funding for many projects).

Status Updates

4-5-24 update – The Phase 1 work was completed on March 29, 2024.  The contractor placed sand just South of Topsail Reef to the southernmost building of St. Regis.

3-22-24 update - The Phase 1 truck haul beach nourishment work will resume operations on Monday.  Trucks will enter Jenkins access and sand placement will occur just south of the Topsail Reef condos and work south towards Porpoise Place, approximately 500 ft.  This will be an upper beach nourishment (not dune).  While it is noted that the dunes in this area have sustained erosion this winter, the existing permit is for upper beach nourishment.  This upper beach material will act as a buffer for the dune system, and it will assimilate into the intertidal beach system, where it will have spreading benefits to adjacent shorelines to the south as well as the north.  We expect work to be completed in one week.  Thank you for your patience while we continue to place sand on the beach.

11-29-23 update -  Please be advised that the Town’s contractor has reported issues with scheduling equipment and therefore will not be resuming the Phase 1 project until Monday December 4th

11-22-23 update - Please be advised that the Town’s contractor is preparing to resume and finish the Phase 1 beach project as scheduled on Monday November 27th.  The contractor will be accessing the beach at Beach Access #41 (Jenkins Way Parking Lot located at 1294 NRI Rd).  This lot will remain closed for the duration of the project, which is expected to take between two and four weeks, depending on weather and surf conditions. Sand will be placed just South of Topsail Reef Villas and continue South towards Oceans Edge Restaurant at the St. Regis.

11-15-23 update - The Town’s permit modification to request a November 1st start date was denied.  The Town’s contractor is preparing to start November 27th.  Sand will be placed just South of Topsail Reef Villas and continue South towards Oceans Edge Restaurant at the St. Regis. 

10-11-2023 update - The Town has submitted a permit modification to request a November 1st start date, which is pending.  If this permit modification is approved, the Town’s contractor will commence with placing sand on the beach where we left off, approximately 100 feet South of the Reef and continue with placing the remaining 20,581 Cubic Yards of sand that is expected to reach near Ocean’s Edge at St. Regis. 

4-5-23 update - ST Wooten worked through March 30, 2023 placing 24,419 CY’s of sand on the beach.  Sand was placed in the area immediate to the South of the Reef including buildings 5 through 8, as well as 100 feet South of the Reef.  The remaining 20,581 CY’s of sand will be placed when we resume operations in the Fall of 2023.

3-14-23 update - ST Wooten has started the Phase 1 truck haul project this week.  They will continue to haul sand through March 2023.  We have requested a permit extension and modification to extend towards St. Regis.  The engineer has reported based on current production rates this week that they will place 30,000 Cubic Yards of sand through March.  The current work plan consists of placing sand from Building 6 through Building 8 at the Reef.  We anticipate, based on current production rates that this project will pause and then be completed in the Fall by placing the remaining 15,000 Cubic Yards.     

2-10-23 update - The Board of Aldermen at their February meeting,  approved to move forward with the FEMA project that will add 15,000 cubic yards of sand to the active beach in Phase 1 along with an additional 30,000 cubic yards of sand.  The USACE project was supposed to be completed toward the end of January; however, is extending well into February.  We have been notified that their contractor is scheduled to finish dredging the current channel and wrap up placement on the beach by February 20, 2023.

The Town cannot start the Phase 1 project until USACE wraps up their project. We have a very limited time to execute this project and doing all that we can to facilitate getting more sand on the beach before our environmental window closes for the season.  The environmental window for Phase 1 is set to close April 1st.  Once the project is able to start, the Town will immediately request an extension.  We cannot request an extension until the project starts.
